Small/Veteran/Disadvantaged Business Enterprise (SVDBE) Goal
Where subcontracting opportunities exist, a Small, Veteran, and Disadvantaged Business Enterprise (SVDBE) Goal is specified on capital contracts funded through the Georgia Transportation Act of 2015. A portion of the project goal, not greater than 50% of the specified Goal, may be achieved through the use of Small and/or Veteran owned businesses. The entire goal may be met through the use of GDOT approved DBEs.

SVDBE Participation Requirements
To be considered toward the SVDBE participation goal, a firm must possess current certification/registration at the time of bid submission. To confirm SVDBE status of any firm select the appropriate category below:
Disadvantaged Business Enterprise (DBE)
The entire SVDBE goal may be achieved through the use of firms identified as a GDOT certified DBE at the time of bid submission. Search the GDOT UCP Directory here to confirm DBE certification:
Veteran Owned Small Business
No more than 50% of the established SVDBE goal may be achieved through the use of firms identified by the U.S. Department of Veteran Affairs as a veteran owned small business (VOSB) or small disabled veteran owned small business (SDVOSB)at the time of the bid submission. Search the US Department of Veteran Affairs database here to confirm VOSB/SDVOSB certification:
Small Business
No more than 50% of the established SVDBE goal may be achieved through the use of firms identified by the Georgia Department of Administrative Services (DOAS) as a Georgia resident small business. Search the DOAS database here to confirm registered Georgia resident small business status:
GDOT requires construction contractors, architectural and engineering consultants, and firms providing specialty service for Georgia DOT to be prequalified for the work they are proposing to perform.

Letting proposal Numbers with the prefix “B3” are funded by HB170. Only HB170 funded capital projects with subcontracting opportunities will have an established SVDBE goal. Capital projects are new construction, expansion, or renovation projects. Capital projects are not maintenance, routine maintenance, or resurfacing projects.
- Go to the desired letting: https://www.bidx.com/ga/lettings
- Identify proposals with the prefix “B3”
- Select the desired proposal
- Once the proposal has been selected, select Proposal under Downloads and view the corresponding Call #
- Go to the DBE Goal commitment page to identify the established SVDBE goal (usually page 3 of the GDOT Proposal document ) NOTE: The goal will be reflected as “DBE”; however it is in fact the established SVDBE goal.
